Humanitarian Aid and Conflict Update: Lebanon (Last 48 Hours)
The situation in Lebanon remains highly volatile, marked by escalating conflict and significant humanitarian concerns over the past 48 hours. Cross-border hostilities between Israeli forces and Hezbollah continue, alongside internal tensions and the severe impact of the ongoing regional instability. Humanitarian organizations are sounding the alarm about the growing crisis and the urgent need for de-escalation and civilian protection.
Reports indicate a concerning level of violence and its impact on civilians. The Lebanon Humanitarian INGO Forum (LHIF) and the Lebanon Humanitarian and Development NGO Forum (LHDF) issued a statement expressing deep alarm over the escalating conflict. Since October 2023, they report that 102,523 civilians have been displaced from their homes, and tragically, 101 civilians have been killed, including 20 children. Civilian infrastructure has also suffered severe damage, encompassing 3,000 buildings, 1,700 hectares of agricultural land, 14 water facilities, and 6 health facilities (DanChurchAid, May 2025). This destruction exacerbates the already precarious living conditions for many Lebanese and refugee populations, who are grappling with a profound political and economic crisis.
Adding to the tension, the United Nations Interim Force in Lebanon (UNIFIL) condemned what it described as several "deliberate" attacks by Israeli forces against its positions in recent days. UNIFIL spokesperson Andrea Tenenti stated, "We've been targeted several times, five times under deliberate attack," highlighting the shocking devastation and destruction observed in many villages along the Blue Line and beyond (Arab News, May 2025). These attacks not only endanger peacekeepers but also hamper efforts to assist civilians caught in the conflict zone. The UN mission, stationed in southern Lebanon to monitor hostilities, has seen fierce clashes this month involving Israeli troops and Iran-backed Hezbollah fighters.
Amidst the cross-border fighting, the Lebanese government has also taken steps concerning internal security and regional dynamics. Lebanon's Supreme Defence Council formally urged the government to warn the Palestinian group Hamas against any activities within Lebanon that could jeopardize the nation's security or draw it further into conflict (Daijiworld, May 2025; Al Jazeera, May 2025). President Joseph Aoun emphasized that Lebanon must not be used as a launchpad for instability or be dragged into unnecessary wars. This reflects the delicate balance Lebanon attempts to maintain amidst intense regional pressures.
Humanitarian agencies are urgently calling for an immediate ceasefire in Gaza and an end to the conflict spilling over into Lebanon. They emphasize the need for the international community to ensure the protection of civilians, civilian infrastructure, and humanitarian workers, including first responders. Facilitating unhindered humanitarian access for essential supplies like food, medical care, and fuel to reach affected populations across Lebanon is deemed critical to prevent further destabilization and alleviate human suffering (DanChurchAid, May 2025). The situation demands immediate international attention and coordinated efforts to support Lebanon, which hosts the largest number of refugees per capita globally, and prevent a wider regional conflagration.

Humanitarian Aid and Conflict Update: Gaza (Last 48 Hours)
The humanitarian situation in the Gaza Strip has reached catastrophic levels over the past 48 hours, characterized by widespread starvation, a breakdown in aid distribution, and continued deadly conflict. Israel's blockade, now entering its third month, has choked off essential supplies, leading to dire consequences for the civilian population, particularly children.
Starvation is being wielded as a weapon of war, according to multiple reports. Al Jazeera highlighted that at least 57 Palestinians, mostly children, the sick, and the elderly, have starved to death due to the blockade (Al Jazeera, May 3, 2025). The UN children's agency, UNICEF, warned of a growing risk of starvation, illness, and death for Gaza's children, noting that over 9,000 children have been admitted for acute malnutrition treatment since the start of the year (Al Jazeera, May 2, 2025). Heartbreaking scenes depict children searching through rubbish for food as aid trucks remain stalled at the border. Hospitals are facing acute shortages of essential medicines and supplies, further endangering lives, especially malnourished children who lack vital nutrients (Al Jazeera, May 3, 2025).
The blockade has also fueled desperation and a breakdown of order. Witnesses and aid groups report a significant surge in looting of aid warehouses, bakeries, and shops in northern Gaza (AP News, May 3, 2025; Washington Post, May 3, 2025). Both armed groups and desperate civilians are involved, driven by the severe lack of food and supplies. UNRWA reported thousands breached its Gaza City field office, taking medications, highlighting the "unbearable and prolonged deprivation" (AP News, May 3, 2025). This looting marks an escalation, reaching urban areas and further complicating the already crippled aid delivery system. Hamas-run authorities have reportedly enforced curfews and clashed with those involved in looting.
Despite the deepening crisis, aid delivery remains severely restricted. Israel maintains the blockade, citing pressure on Hamas, though this has been condemned internationally as a violation of international law and potentially a war crime (AP News, May 3, 2025; Al Jazeera, May 2, 2025). While talks between the US and Israel are reportedly underway to explore mechanisms for resuming aid delivery bypassing Hamas (CNN, May 3, 2025; Local3News, May 3, 2025), concrete solutions have not materialized. Aid agencies have criticized Israeli proposals for controlling aid distribution, fearing they could lead to further displacement or hinder impartial assistance (The Hindu, May 3, 2025; New Arab, May 3, 2025). ReliefWeb reports that aid shipments have been blocked for two months, with urgently needed assistance sitting just across the border (ReliefWeb, May 3, 2025).
Amidst the humanitarian catastrophe, Israeli military operations continue. Airstrikes killed at least 17 people in Khan Younis overnight Friday, including children and entire families (AP News, May 3, 2025). Further strikes were reported on Saturday, including a drone attack in the designated "safe zone" of al-Mawasi and a naval attack killing a fisherman (Al Jazeera, May 3, 2025). The total death toll since October 2023 has surpassed 52,400, according to the Gaza Health Ministry.

Humanitarian Aid and Conflict Update: Syria (Last 48 Hours)
Syria continues to grapple with a complex web of conflict, humanitarian needs, and external interventions, with significant developments reported in the last 48 hours. Violence persists, particularly involving Israeli airstrikes and internal tensions, while the country navigates a fragile post-Assad transition amidst severe humanitarian challenges and funding cuts.
Israeli military actions within Syria have escalated. Airstrikes were reported near Damascus, including close to the presidential palace, following unrest and sectarian clashes in Druze-populated areas like Ashrafiyat Sahnaya and Jaramana earlier in the week (Middle East Monitor, May 3, 2025; UN News, May 2, 2025; AP News, May 2, 2025). These clashes reportedly resulted in casualties, including civilians and security personnel. Israel framed its strikes as a "warning operation" aimed at deterring harm against the Druze community, issuing direct threats against the Syrian leadership if such harm continued (Middle East Monitor, May 3, 2025). Syria denounced these strikes as violations of its sovereignty. UN Secretary-General António Guterres condemned the violence against civilians and specifically condemned Israel's violation of Syria's sovereignty, urging an end to the attacks and respect for Syria's territorial integrity (UN News, May 2, 2025).
In response to the sectarian tensions, particularly concerning the Druze minority, there have been reports of humanitarian aid deliveries facilitated by Israel. An Israeli military helicopter reportedly ferried aid deep into Syrian territory (Suweida province, ~70 km from the border) to support Druze communities amidst the clashes (Times of Israel, May 3, 2025; All Israel News, May 3, 2025). This occurred alongside appeals from Druze soldiers within the Israeli army for intervention to protect their families in Syria (Middle East Monitor, May 3, 2025). Additionally, The International Fellowship of Christians and Jews conducted an aid operation supporting Christian and Druze communities (WKRG, May 2, 2025).
The broader humanitarian situation remains dire. A report highlighted the fragility of Syria's transition, emphasizing the ongoing displacement crisis affecting millions (ReliefWeb/Refugees International, May 2, 2025). While an estimated 1.4 million displaced Syrians have attempted to return since December 2024, they often find their homes destroyed and communities lacking basic services. Landmines pose a lethal threat, having killed over 600 returnees. The report criticizes significant cuts in US aid (estimated $237 million), which have severely hampered humanitarian operations, leading to shortages of fuel, medicine, food, and water, potentially driving new displacement or premature returns. Compounding the issue, US sanctions remain in place, hindering economic recovery and aid delivery, prompting calls for a more targeted approach and easing of restrictions for humanitarian purposes (ReliefWeb/Refugees International, May 2, 2025).
UN officials and human rights experts expressed alarm over the recent violence, warning it could inflame sectarian tensions, lead to further fragmentation, and impede peace efforts. They called for restraint, dialogue, protection of civilians, and credible investigations into all violations and abuses (UN News, May 2, 2025). The UN Commission of Inquiry stressed that impunity must not persist and that upholding the rule of law is crucial for rebuilding trust.

Humanitarian Aid and Conflict Update: Global Overview (Last 48 Hours)
Beyond the intense focus on the Middle East, several other regions across the globe are experiencing significant conflict and humanitarian crises, demanding international attention and aid. Updates from the last 48 hours highlight ongoing violence and suffering in Myanmar, Sudan, and Ukraine.
Myanmar: Despite an earthquake-related ceasefire that technically expired on April 30, civilians in Myanmar continue to face "unremitting violence," according to UN Human Rights Chief Volker Türk (Arab News, May 3, 2025). Since the March 28 earthquake, the military regime reportedly launched over 240 attacks, killing more than 200 civilians. The violence compounds the devastation from the earthquake, which damaged or destroyed over 55,000 homes and exacerbated an already dire situation where nearly 20 million people required aid even before the disaster. Attacks on civilians and civilian objects persist, hindering the delivery of essential humanitarian aid, including critical health services needed by over 450,000 people (Arab News, May 3, 2025; Donare.info, May 3, 2025). UN officials are appealing for urgent funding, noting that a $275 million appeal launched after the earthquake has received only $34 million in pledges, stressing that "lives depend on our collective commitment" (Arab News, May 3, 2025).
Sudan: The humanitarian catastrophe in Sudan remains one of the largest globally, though often overshadowed. An interview with Sara Pantuliano, Chief Executive of ODI Global, highlighted the severely restricted access for international humanitarian organizations (In-Sight Publishing, May 3, 2025). While a robust network of local civil society groups and Emergency Response Rooms (ERRs) forms the backbone of the aid response – providing food, medical care, and education – they lack adequate funding due to donor constraints and blockages in traditional funding channels. The conflict, deeply intertwined with climate change impacts like desertification driving resource competition between pastoralists and farmers, has devastated the capital Khartoum for the first time, displacing elites alongside the millions already suffering in peripheral regions. The crisis is marked by staggering casualties and displacement (In-Sight Publishing, May 3, 2025). Reports also mention MSF hospital bombings in South Sudan, indicating the regional spillover and complexity (Arab News, May 3, 2025 - sidebar).
Ukraine: The war in Ukraine continues with intense fighting and clashes over ceasefire proposals. Russia and Ukraine are reportedly at odds over competing proposals, with Moscow accusing Ukrainian President Zelenskyy of threatening safety after dismissing Russia's unilateral 72-hour ceasefire proposal, while Zelenskyy called for a more substantial 30-day pause (Galvnews, May 3, 2025). The conflict remains at a potential inflection point, according to the UN Department of Political and Peacebuilding Affairs (DPPA) (DPPA UN, May 2, 2025). Humanitarian needs persist, particularly concerning health services and the dangers posed by landmines after years of conflict (International Medical Corps, May 3, 2025; ReliefWeb, May 3, 2025). Concerns were also raised about proposed US budget cuts to global health and humanitarian assistance, which could impact aid efforts worldwide, including in Ukraine (ReliefWeb/Project HOPE, May 2, 2025).
These situations underscore the widespread nature of conflict and humanitarian suffering globally, requiring sustained international focus, funding for local and international aid efforts, and diplomatic action to protect civilians and seek peaceful resolutions.
